Modi government has been working on this scheme for the last 2 years, Arvind Subramanian, who was the Chief Advisor (CEA) to the Government of India, had told in 2018 that Universal Basic Income Scheme will be started in one and two states next year. It was recommended by Subramaniam in the Economic Survey 2016-17.
